hi i was just wondering what the rules were for the worlds fastest outboard record?

You get to set your own rules unless you think you can do it under the existing rules of a particular class. Making your own rules is called "applying for a special event sanction"

The special events committee gets to decide if your application will be approved.

You have to run one of the accepted distances ... kilo or mile and you have to run both ways within an hour.

Wartinger's 176+ record was set as a special event. You could probably call the APBA HQ and get a copy of the special event application.
