Is the motor on your boat a k@b looks like one.
the only way to tune a nitro boat motor is with the prop on and in the water, so yu have reasistance on the motor.
you have to tune it in three stages
1. mid range
2. hiigh range- full throt
3. idle
when at full the butterfly should be about half open,
PUT THE NEEDLE VALVE IN ALLTHE WAY
TURN OUT 1 1/4 OUT THIS SHOULD BE CLOSE TO THE MID RANGE
ONLY AJUST IN VERY SMALL AMOUNTS ABOUT 1/32 OF TURN in or out to get that high pitch sound.
ITS JUST LIKE AJUSTING A HOLLEY CARB BUT NO TORQUE
I hope this helps

I forgot to mention that when you have the motor dialed in it should smoke a little, this means it getting proper lube, .
and what kind of fuel are you using, ?
cool power is a good fuel, they make it I think up to 30 % nitro and for your motor you should be using between 15-25 because its in water you need the oil.

Red Max is popular. Most racers use 40 to 60% nitro.
