The 75 had 27s but not sure what was done to your motor over the years. After all, your motor is 43 years old. Are they the right cabs?

Depends if your boat needs extra bow lift. most small padded V bottoms do quite well with a cleaver
Get a Jeff Brown cleaver from Ron Hill in a 22" pitch. It pushes my 13' Delta to 68 MPH with a warn out 56 cubic inch Stinger
Keep in mind that if you run carbs from anything else but the oval port carbs, you will have to rejet the carbs accordingly.
And the head has a lower compression I believe. They have different part number and wouldn't surprise me if the timing is different also.
All the above should turn it into a 70 HP
Put it in gear and spin the flywheel, count the revolution it takes for the prop shaft to spin one turn.
It will give you a good ball park figure.

I know on the 95s the needle valve starting point was 2 3/4 turn, I played with the carbs of a 91 a couple years ago, not sure but I think the starting point was 2 1/4 turn or so.

I think you have more then one problem with your motor, for one thing your compression is way, way to low, having said that I would try another compression tester just to make sure, on stock heads...

Are you stick welding it or are you using a tig torch? If you have access to a tig torch go for it , it's a lot cleaner, you can control the arc and the heat better.
Like Ron said vee out the 2 sides of the blades, this way you will get more penetration, best to get full penetration.

Ya, was thinking the same earlier on but got sick this winter and just got back to work 2 weeks ago so I gest I was just penny pinching,
thinking the big VRO pump would be adequate for the job.
SST60 uses an electric fuel pump and regulator, I'm not a stranger to the old pump, I just wanted to know if it was possible to strip part of the pump off.

Well I heard that the VRO pumps more vollume, that's why I want to stick with it for now, anyway I was looking at it and doesn't seem like I can strip much off of it if anything.
I have the large VRO pump in a few of my outboards, since I premix my gas was just wondering if I can strip some of the garbage off the pump.
They sure take a lot of room.

No biggy Per, I never torn apart a 70 HP but I'm sure not much difference between the 70 and the 75, carbs are the same maybe not the jetting but the carbs are the same, as for all those serial #s...
I also have an 82 I can check, carbs should have a tag on them.
My 81 doesn't have flapper style choke then again maybe mine were changed, it's possible that the carbs were removed to changed the reeds, only one way to find out, as for all those parts # I will...
Fred do you know the length of the tuner on the SST60? I seem to get two different measurements from my research, one is 7 5/8" from bottom of power head the other is from the bottom of the adapter...

Run it as high as you can, start your prop shaft at about 2" below the center pod, then go up a little bit at a time till you run out of water pressure or you start loosing speed.
