My mate picked up a 12ft. tinnie with a 20hp blueband wrap around cowl 15" tiller. the whole unit is in tip top condition except somehow mate went boating, first day out, without oil in tha box.:(...

So are you sayin' cut the curved part of the first plate and remove? the cover plate then needs the notches welded to keep water from exhaust passage. This would increase chamber volume a fair bit...

Pretty technical area you are diving into there. It is absolutley critical that the pinion gear and foreward gear mesh with the correct clearence. This is achieved by shims. You will need a workshop...
