I'm sure most of the two seater's were done somewhat similar to this. Don't know how safe it would be as a non capsule boat. The boats or boat run at APBA events are capsule boats with a rescue team ready for any mishaps. A capsule two seater could be done from a old 120 or Champ boat. If you find a wood boat, I have a some experience with modifying them.

Back in the eighties we did something similar with an out of date Champ boat. But we only used it to break in powerheads and gearcases for our current race equipment. So it was never run in "anger" with two people . . . just up and down a dead straight canal in a residential area west of Ft. Lauderdale.
Dunno if I would want to play in the river with no cell or safety backup.

I am curious what a gearcase would take under pleasure conditions. Racing in the old days our proceedure was change the fluid each and every time it came out of the water, didn't matter if it was a 100 lap final, or three lap shakedown, and tear down at the first minute change. It was overkill I guess, but we rarely ever actually broke one, and tearing one up usually meant damage to the case . . . much more expensive rebuild.

You might as well just give Chris Fairchild a call. He'll be able to tell you about the gear case longevity and also offer insight about two seaters, since he owns the Mercury boat that you posted above.
