On the 40hp-75hp OMC carbs some have vents on the sides and some have a plug instead, I was just wondering what the purpose of plugging some and venting on others is?

On the 40hp-75hp OMC carbs some have vents on the sides and some have a plug instead, I was just wondering what the purpose of plugging some and venting on others is?
internally the carbs are different
I know the carbs that I've seen that have a vent in the side always have a plug in the bowel missing to. I really just want to know why they have a vent there instead of a plug. I know it seems like a dumb question to some but I can't find anything out on it so I figured I would ask if any one on here knew anything about it.
