1997 Merc 60/2 stroke, 3 cyl

Yesterday while shifting from fwd to reverse, I have a tiller, motor will not shift out of forward, all the linkage is tight and functioning that I can see, any ideas what's wrong, looks like the prob is below the power head, maybe in the foot. Happended at idle, did not hit anything? Motor will not go into neutral or reverse.

sounds like the shift linkage came up past the plunger.
