UIM and APBA: Is It Just Me?

Is it just me, or when I go to APBA to find something, I can't find it? I go to UIM and try to find OSY-400 rules...After thirty minutes i give up. Am I the only stupid bastard in the world or are these web pages impossible to navigate?

cAN SOME ONE TELL ME WHERE TO FIND THE 2013 uim osy-400 RULES??

Just go to UIM and click "rules" then "Circuit" (circuit is closed course racing), the click "2012 Circuit Rules". There ya go. 2013 rules are not posted yet to my knowledge.

And remember that APBA OSY400 rules are quite different from UIM and the rest of the world.

After spending an hour on the computer today...I still don't know the UIM RULES for USY-400. This link takes me no where!
