How come they were able to do a Calcutta for the 2000 Enduro?

Was that over at the shopping center
I can't recall if that was when the Casino was at the shopping mall? If it was they were not a full service casino like they are now. All I know is that I tried when I began the task of getting approvals together for the event in 2005 and was turned down citing the compact.
