My new style tiller arm is set up to push when the throttle is twisted open. However on my 70 hp Yamaha the carb linkage needs to be pulled open. What is the easiest way to correct this? Do I need to take the inside gears out and flip them?

Ill get some pictures of the inside of the handle for you tomorrow
Been there done that.
Open the tiller. The handle drives a gear that on an axle. Turn that gear around to the other side of the axle.
You will lose the shift function.
I have an 02 yammi 90. Will a 40 tiller fit or be modified to fit? If not where can I find one that will fit?

xpress, the 60/70 takes a longer black plastic adapter that the other engines.
river rat, no. the yoke on the 40 is much shorter. You will have to have the 90 yoke. Also I have the block ready for you.
