to clarify what I am looking for is a helm that bolts behind the dash for cable and pulley steering

What do you mean by ‘duel’? Do you mean two sets of cables so if one breaks there is a backup?

These are cheap and readily available on ebay... They are crazy expensive if you're buying one up to par for the current F1 tunnel racing boats, but cheap if you'll accept a vintage boat steering system. Here are some leads:
