Find 70hp carbs and put those on. If VRO works its good for regular boating.

And the head has a lower compression I believe. They have different part number and wouldn't surprise me if the timing is different also.
All the above should turn it into a 70 HP

15 years ago, I ran across a man in Iowa who had bought out BRP's "Stuff" when the took over Evinrude.
We were race 45 SS at the time and I liked Big 100 Blocks and little 100 blocks. This gentleman also had like new cowlings, and some 15 cylinder blocks
I bought every 100 long block he had which was 15 or 22. Anyway, everyone of them has "Scuffed" pistons because the VRO failed. I got either 22 cowling or 15...Get confused.
I did get 6-15 blocks for $25 EACH. Bill Boyes with with me and we went to the Winter Nationals in Louisiana straight from Iowa.
I sold the blocks the first day we were at the Winter Nationals for $100. Bill thought I made a "TON" of profit. I felt I helps guys find parts!
We made some darn good 45's out of those fresh water blocks.
I just think and thought the the VRO was just one more nail in OMC's coffin. Everytime I ever saw an OMC with VRO, it was "BLOWN UP"....

True! But so it happens, we have 1997 70hp with Vro in our summercabin and works flawless!
In my Argo ive deleted it in a favor of electric pump and 24:1 premix.

Keep in mind that if you run carbs from anything else but the oval port carbs, you will have to rejet the carbs accordingly.
